Thousands March for Immigrant Rights |

Thousands of people marched in LA on Saturday, to protest President
Bush’s latest proposalon illegal immigration. The protesters were angry
about a White House plan that would grant illegal immigrants work visas but require them to return to
their home country to apply for U.S. residency and pay a $10,000 fine to re-enter legally. Or, it would allow them to apply for three-year work
permits, but would cost $3,500 for each renewal. The proposal has been
criticized by the country's estimated 12 million illegal immigrants because
the cost of work permits and the green card application is unaffordable
for low-wage earners like them. In a nutshell, they are demanding the
right to work legally in this country without such requirements.
I wrote about another immigration reform bill that led to massive protests
around this same time last year. So, please read this first. The fence plan
that would secure the US-Mexico border was passed by both House and
Senate and signed by Bush in last October, but the other immigration
reform bills such as the fine system and Bush’s guest worker program
that would allow non-US citizens to remain in the U.S. for a fixed period
of time are still pending.
There are an estimated 12 million illegal immigrants in the US. About 85% of the immigrants from Mexico and
Central America are illegal aliens. As a matter of fact, they are beneficial to the US economy because they
take on the necessary menial jobs
that many Americans are unwilling to accept like agricultural jobs, while
many Americans are concerned about the cost of government services to
illegal immigrants. For instance, most of them are poor, and so they are
allowed to receive welfare, healthcare and food stamps. They can even
avoid paying income taxes, and yet they sap social services such as ESL
training. In fact, the children of illegal aliens cost the US government
billions each year to educate them.
Well, readers, they are not American citizens, and yet criminals!haha.....
Needless to say, the US government is very tolerant. I’m not
against them, but have some concerns with changing the laws to allow
these illegal immigrants to stay in this country. Under the current US law,
the U.S. born child becomes an American citizen, no matter what the
status of their parents. The children are legal citizens and so are their
parents? If the US government grants them amnesty that easily, a bunch
of people will definitely jump the border fence and say “Hey, guys! having
kids there is a free ticket to the US citizenship!” haha. Seriously, Amnesty
could encourage more illegal activity. Although I agree to give them the
chance to work in the US or even earn citizenship, the US government
should have them meet at least some legal requirements like many other
legal immigrants who have followed the laws, to secure the border with
Mexico.

この土曜日に不法移民に関するブッシュ大統領
の最新提案を抗議する数千人によるデモが
ロサンジェルスで行なわれました。抗議者達は
不法移民に対して合法的に就労できるビザを
与えてもいいが、そのためには一旦自国へ帰り、
米国市民権を申請する事、そして再入国をするの
なら罰金として一万ドル(約120万円)支払わなく
てはいけないとするホワイト・ハウスの新提案に
対して怒りを表しているのです。或いは、
更新の度に3500ドルの費用が掛かる3年間
有効の労働許可書を申請する事もできるようです。
米国には現在、約1200万人の不法移民がいるの
ではないかと言われれていますが、その多くが低賃金労働者であるため
労働許可書やグリーンカード申請の為の費用を支払う事はできないとこの提案を
批判しているわけです。簡潔に言いますと、そんな条件なしで、米国で合法的に
働けるようにしろと要求をしているのですね。
丁度、去年のこの時期になりますが、大きな抗議運動を巻き起こした別の
移民改正案について書きましたので、まず、それを読んで頂ければと。。。
米国ーメキシコ間を強化するフェンス・プランですが、両議院の間で認可され、
去年の10月にはブッシュ大統領が署名を済ませました。
また、罰金制度や非米国市民に対して期限限定の就労を認めるブッシュの提案
「ゲスト・ワーカー制度」といったその他の移民改正案ですが、未だ可決には
至っていません。
米国には現在ですが、1200万人もの不法移民がいると言われています。
メキシコと中央アメリカからの移民の85%が不法移民なのだそうです。
実のところ、彼らは米国経済にとってはとても有益であったりするのです。
なぜなら農作業といった多くの米国人がやりたがらない嫌な仕事を彼らは引き
受けてくれるからです。一方多くの米国人が懸念しているのが、米政府が
彼らの為に負担している費用なのです。例えば、不法移民の多くが貧しいため、
福祉やヘルスケアそしてフード・スタンプといったものを受け取っているのです。
彼らは所得税の支払いを免除されるだけでなく、ESLトレーニング等の
(英語の)社会福祉事業費も蝕んでいるわけです。事実、不法移民の子供
たちを教育する為に米政府は毎年10億ドル費やしているのですよ。
読んで下さってる皆さん、彼らはアメリカ市民ではなく、犯罪者であったりするの
ですよ!はは。。言うまでもなく、米政府は大変寛容であったりするわけですが。
私は不法移民に反対しているわけではないですが、彼ら不法移民をこのまま
この国に滞在させてあげるために法律を変えるという事にはちょっと懸念しますね。
現在の米国の法律では、米国で生まれた子供はその親がどういったステータス
であろうと米国市民となるのです。ではその子供たちが米国市民なら、
その親もそうなるのでしょうか?
もし、米政府がそんなに簡単に大赦を与えてしまうと、「おい!アメリカで子供を
作ったら市民権へのフリーチケットが貰えるぞ!」なんて多くの人間がそんな事
を言いながら国境のフェンスを飛び越えて来てしまうではないですか!
はは。真面目な話、大赦は不法行為を一層煽ってしまう事もありえます。
もちろん、彼らに米国で合法的に働けるチャンス、或いは市民権を与えるという
考えには賛成ですが、メキシコ間の国境付近を安全にするためにも、米政府は
少なくても何かしらの必要条件を彼らに満たさせるべきだと思いますね。
今まで法に従ってきた合法移民も多くいるのですから。
